Toledo Ranked in the Top 10 for Economic Development for the Ninth Year!
Once again, Site Selection Magazine ranked Toledo in the Top 10 for economic development projects for the ninth year, another sign of the city’s continued economic momentum. The recognition reflects the work happening across the city to attract investment, support retention and expansion of existing companies, and prepare sites, buildings and commercial spaces for new businesses.
Economic development takes planning, partnerships, and the right tools to attract and move projects forward. This continued national recognition validates Toledo as a premier city in the country to do business.
This quarter’s update highlights the initiatives, resources, and redevelopment stories helping position Toledo for continued growth. From shovel ready sites to strategic partnerships, the city is preparing for the next generation of investment. The goal is simple: to create opportunities for new jobs, grow our tax base, and long-term economic strength for Toledo.
Toledo Establishes a $20 Million Shovel Ready Sites Fund
In 2025, the City of Toledo launched the Toledo Community Improvement Corporation (TCIC) to proactively prepare sites and buildings for housing and economic development. The mission is clear: Grow Toledo, grow our population, grow high-paying jobs, and grow the City’s revenue.
Community Improvement Corporations have been a powerful economic development tool in Ohio since the 1960s, with more than 240 active CICs across the state. These nonprofit development corporations give cities the flexibility to acquire land, prepare sites, and market properties so communities are ready when businesses and developers are looking to invest.
TCIC’s role is to remove barriers, reduce development risk, and create conditions that allow growth to occur more rapidly, sustainably, and inclusively across Toledo. The City has strategically designated TCIC as its primary development agency for major economic development projects.
A key differentiator for Toledo’s TCIC is that it is backed by a dedicated revenue source for the next 35 years.
